Amends 74 O.S. 2001, Section 3117 to clarify that state agencies cannot establish or increase fees except during legislative sessions, unless mandated by legislature, federal law, or court order.

Excludes governing boards for entities within the Oklahoma State System of Higher Education from the fee restriction, with certain exceptions for fees reported pursuant to Section 3218.2 of Title 70.

Requires agencies to notify in writing the Governor, Speaker of House, Senate President Pro Tempore, and Government Operations Committee before establishing or increasing fees, including justification and supporting documentation.

Makes clarifying grammatical changes by replacing "The" with "the" in applicable sections relating to higher education references.

Effective date: November 1, 2011.
