Amends Oklahoma fishing and hunting license statutes (29 O.S. Sections 4-110, 4-112, and 4-114) to modify license requirements and fees.

Increases disability fishing and hunting license fees from $10.00 to $25.00 for five-year periods, while adding eligibility for disabled firefighters and law enforcement officers with 60% or greater service-related disabilities.

Adds new exemptions from license requirements for participants in sanctioned aquatic education events and for individuals hunting rattlesnakes during organized festivals with proper permits.

Modifies senior citizen lifetime combination hunting and fishing license fee structure and allows persons age 64 to purchase senior licenses during the year they turn 65.

Effective date: November 1, 2011.
