Amends 12 O.S. 2001, Section 990A to change "mailed to" to "served upon" in appeal procedures for Supreme Court petitions in error, affecting when the 30-day filing deadline begins.

Modifies Section 2056 regarding summary judgment procedures by removing the 10-day advance notice requirement for serving summary judgment motions and the requirement for opposing affidavits before the hearing date.

Replaces specific service timing requirements in summary judgment proceedings with a standard that judgment should be rendered if pleadings, discovery materials, and affidavits show no genuine issue of material fact and movant is entitled to judgment as a matter of law.

Becomes effective November 1, 2011.
