Modifies notice and service requirements for petitions seeking judicial review of final agency orders under the Administrative Procedures Act (75 O.S. 2001, Sections 318 and 320).

Changes petition service method from "served upon" to "delivered in person or mailed, postage prepaid" to agencies and parties of record, with proof of delivery or mailing to be filed within 10 days.

Adds requirement that any party not named as a respondent in the petition has 10 days from receipt of service to respond to the petition.

Increases the timeframe for agencies to transmit the complete record to the reviewing court from 30 days to 60 days after service of the petition for review.

Becomes effective November 1, 2011.
