Requires district judges elected or appointed after January 1, 2011 to file a statement showing terms of sale of their law practice with the county district attorney, if applicable.

Prohibits attorneys who purchase a district judge's law practice from appearing before that judge for at least 2 years after the sale.

Prohibits attorneys leasing property from a district judge from appearing before that judge during the lease term and for at least 6 months after lease termination.

Creates new codified section (20 O.S. § 30.20) establishing these ethics requirements for district judges.

Declares an emergency, making the act effective immediately upon passage and approval.
