Senate Bill 951 Summary

• Amends 47 O.S. Section 11-1111 to add bicycles to the prohibition against throwing or dropping substances at moving vehicles, with felony penalties up to 10 years imprisonment and/or $10,000 fine.

• Modifies 47 O.S. Section 11-1205 to allow bicycle riders to maintain a minimum 3-foot safety margin from motor vehicles and permits left-side riding on one-way streets with multiple lanes.

• Amends 47 O.S. Section 11-1208 to require motor vehicle drivers to maintain at least 3 feet clearance when passing bicycles and establishes penalties of $500 for violations, $1,000 for violations causing serious injury, and $5,000 for violations resulting in death.

• Establishes effective date of July 1, 2011, with emergency clause for immediate implementation.
