Adds aggravated assault and battery upon any person defending another person from assault and battery to crimes requiring 85% of sentence before parole eligibility.

Creates new felony offenses of domestic assault or domestic assault and battery with a dangerous weapon, punishable by up to 10 years imprisonment, and domestic assault and battery with a deadly weapon, punishable by up to life imprisonment.

Increases penalty for aggravated assault and battery on law enforcement officers from 5 years to life imprisonment when the assault results in maiming.

Increases penalty for maiming from 7 years to life imprisonment in custody of the Department of Corrections.

Prohibits pretrial release for persons arrested for domestic abuse, domestic assault, domestic assault and battery with a dangerous weapon, or domestic assault and battery with a deadly weapon; effective November 1, 2011.
