Increases the collision report fee charged by the Department of Public Safety from $7.00 to $15.00 for the period July 1, 2011 through June 30, 2013, then returns to $7.00 after July 1, 2013.

Directs $8.00 of the $15.00 fee (during the 2011-2013 period) to the Department of Public Safety Revolving Fund to support the Oklahoma Highway Patrol Trooper Academy operations.

Allows remaining funds from the $8.00 allocation to be deposited in an account exclusively for future expenses related to Highway Patrol Academy operations.

Applies to collision reports prepared and delivered by the Department of Public Safety Commissioner upon request under the seal of the Department.
