Increases the negotiated contract threshold for construction work from $2,500 to $5,000, allowing contracts under $5,000 to be negotiated with qualified contractors without competitive bidding.

Authorizes the Department of Central Services Construction and Properties Division to award contracts using "best value" competitive proposals, which evaluate proposals beyond lowest price to identify greatest value to the state.

Allows the Oklahoma Conservation Commission to delegate emergency declaration authority to its Executive Director for abandoned coal mine reclamation and floodwater retarding structure repairs, with a commission-set monetary limit.

Modifies wrap-up insurance program restrictions to allow them on projects costing $75 million or more, or when cost savings or specialized/complex insurance needs exist.

Becomes effective November 1, 2011.
