Authorizes courts to allow convicted persons serving time for nonviolent offenses to participate in a payment schedule for fines and fees, with exceptions for sex offenders.

Payment schedule requires no payments for one year after release, with 20% of the remaining balance automatically deducted, then 20% deducted annually until the balance is eliminated.

Schedule is revoked if the person pleads guilty or nolo contendere to any offense during the repayment period, except for traffic and parking violations, at which point the full original amount becomes immediately due.

Creates new Section 3005 of Title 20 of the Oklahoma Statutes to codify these provisions.

Effective November 1, 2011.
