Director of State Department of Rehabilitation Services may request early transfer of tax collection to General Revenue Fund through Office of State Finance Director to address cash-flow problems.

Director may request transfers from Rehabilitation Services Federal Fund to Rehabilitation Services Disbursing Funds and Medical and Assistance Funds for client service, supported employment, and independent living programs.

Office of State Finance Director shall transfer appropriated General Revenue Fund monies to Rehabilitation Services Disbursing Funds in amounts and ratios requested by agency, not exceeding cumulative equal monthly allotments.

Monies from fiscal year ending June 30, 2012 may be transferred to disbursing funds for fiscal year ending June 30, 2011 to satisfy encumbrances and obligations, provided equal amounts transfer from FY2011 to FY2012 funds; Department must maintain written records of interyear transfers.

Act becomes effective July 1, 2011 with emergency declaration for immediate effect upon passage and approval.
