Director of the Office of State Finance shall transfer General Revenue Fund and 245 Fund monies to Oklahoma Health Care Authority disbursing funds in amounts requested by the Authority, not exceeding cumulative equal monthly allotments of the appropriation.

Monies appropriated or collected for fiscal year ending June 30, 2012 may be transferred to disbursing funds for fiscal year ending June 30, 2011 to satisfy encumbrances and obligations, with equal amounts transferred back from FY 2011 to FY 2012.

All transfer requests must be submitted in writing to the Director of the Office of State Finance, and the Oklahoma Health Care Authority must maintain records of all interyear transfers.

Director of the Oklahoma Health Care Authority may request early transfer of tax collections to the General Revenue Fund through the Office of State Finance to alleviate cash-flow problems.

Effective date is July 1, 2011, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
