Authorizes Oklahoma Capitol Improvement Authority to issue bonds/obligations up to $25 million for laboratory improvements and facilities for the Office of the Chief Medical Examiner.

Authority may hold title to the real and personal property until obligations are retired or defeased, then transfer title to the Office of the Chief Medical Examiner.

Authorizes borrowing secured by lease payments from the Office; allows maturity not to exceed 30 years from first principal maturity date.

Exempts issued obligations, transfers, and interest from state and local taxation; allows investment of earnings for debt service or other approved purposes.

Declares an emergency effective upon passage and approval.
