Encourages the Department of Human Services to provide regular maintenance and upkeep of all buildings and structures at the Southern Oklahoma Resource Center, which houses approximately 140 Oklahoma citizens with serious developmental disabilities.

Addresses concerns that the failure to install a fire suppression system in residential housing structures could result in loss of federal funds if not completed before June 2012.

Identifies inadequate maintenance has resulted in unnecessary depreciation of buildings, inadequate living standards, and poor quality of life for residents, including a deteriorated therapeutic pool roof.

Directs distribution of the resolution to the Director of the Department of Human Services and the Commission for Human Services.
