Calls on United States Congress to adopt legislation prohibiting the EPA from regulating greenhouse gas emissions, including by defunding EPA greenhouse gas regulatory activities if necessary

Requests Congress impose a moratorium on promulgation of any new air quality regulations by the EPA for at least two years, except to address imminent health or environmental emergencies, including defunding EPA air quality regulatory activities if necessary

Requires the Administration to undertake a multi-agency study identifying all EPA regulatory activities related to climate change and air quality improvements, specifying the cumulative economic effects on jobs and American competitiveness

Expresses concern about overlapping EPA regulatory requirements and their potentially devastating economic consequences, which proponents characterize as a regulatory "train wreck"

Directs distribution of the resolution to Oklahoma's congressional delegation, the EPA Administrator, and the Governor
