Adopts Joint Rules for the 53rd Oklahoma Legislature governing operations and procedures of both chambers.

Establishes a Joint Committee on Appropriations and Budget composed of members from both chambers, with co-chairs and co-vice chairs appointed by respective presiding officers.

Sets legislative deadlines for the First Regular Session: March 17, 2011 for chamber of origin passage; April 28, 2011 for opposite chamber passage; adjournment by 5:00 p.m. May 27, 2011.

Sets legislative deadlines for the Second Regular Session: March 15, 2012 for chamber of origin passage; April 26, 2012 for opposite chamber passage; adjournment by 5:00 p.m. May 25, 2012.

Requires all Joint Rules to be adopted by concurrent resolution with majority vote; amendments require two-thirds vote of each chamber's membership.
