Proposes amendment to Section 23 of Article VI of the Oklahoma Constitution to make the Insurance Commissioner an appointed position rather than elected.

Governor would appoint the Insurance Commissioner by and with the consent of the Oklahoma Senate, with a four-year term concurrent with the Governor's term.

Removes the eight-year term limit that currently applies to the Insurance Commissioner position.

First appointment under the new system would be made by the Governor whose term begins January 2015.

Requires the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection through a state question ballot.
