OK SJR13

Amends Section 10 of Article VI of the Oklahoma Constitution to grant the Pardon and Parole Board authority to grant parole for all offenses except those sentenced to death or life imprisonment without parole.

Establishes that a full and complete pardon by the Governor restores any lost, diminished, or suspended civil rights to the person, except where civil rights have been lost for another criminal offense without a full pardon.

Requires the Governor to communicate to the Legislature at each regular session details of all reprieves, commutations, paroles, and pardons granted, including names, crimes, conviction dates, and locations.

Requires the Pardon and Parole Board to communicate to the Legislature at each regular session all paroles granted, with names of paroled persons, crimes of conviction, conviction dates and places, and parole dates.
