Proposes a new Section 23c to Article X of the Oklahoma Constitution requiring the State Board of Equalization to certify revenue reductions or expenditure increases when the Legislature enacts such laws.

The certified amount would be subtracted from appropriations available for the next fiscal year and deposited with the state retirement system having the greatest unfunded liability as a percentage of assets.

Applies to laws enacted in regular or special sessions that affect fiscal years beginning after the latest sine die adjournment date or special session convening.

Establishes a specific ballot title for voter approval, explaining that the measure would require dedicating the certified amount to fund retirement system liabilities.

Directs the President Pro Tempore of the Senate to file the resolution with the Secretary of State and Attorney General immediately after passage.
