Proposes amending Section 26 of Article X of the Oklahoma Constitution to increase the maximum indebtedness limit for school districts from 10% to 15% of the taxable property value in the district

Requires approval by three-fifths of voters in a special election for school districts to incur debt exceeding 5% of taxable property value for purposes including acquiring or improving school sites, constructing or repairing buildings, and purchasing equipment

Deletes obsolete language from the constitutional provision, specifically removing subsection (c) regarding the 1993 effective date of a previous amendment

Maintains existing debt limit provisions for cities, towns, and counties at 10% of taxable property value with three-fifths voter approval

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection through a ballot referendum
