Proposes a constitutional amendment to repeal Section 2 of Article XXVIII, add Section 2a, and amend Section 3 of Article XXVIII to grant the Alcoholic Beverage Laws Enforcement Commission authority to enforce laws for all alcoholic beverages including spirits, wine, and beer.

Defines spirits as beverages with more than one-half of one percent (1/2 of 1%) alcohol by volume that are not wine or beer; wine as beverages with more than 1/2 of 1% and not more than 24% alcohol by volume fermented from fruits or vegetables; and beer as beverages with more than 1/2 of 1% alcohol by volume fermented from barley, grains, or malts.

Removes requirement that manufacturers who market products through brewers must sell to all licensed wholesale distributors, eliminating the mandatory sale provision for those using brewer distribution channels.

Establishes ballot title for proposed amendment and orders election to be held on the date of the Presidential Election in November 2012 for voter approval or rejection.

Directs the President Pro Tempore of the Senate to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
