Repeals Section 3 of Article VII-B of the Oklahoma Constitution, eliminating the Judicial Nominating Commission

Amends Section 4 of Article VII-B to allow the Governor to appoint judges directly, with Senate confirmation required

Provides that if the Senate is not in session when an appointment is made, the Governor may call the Senate into special session no more than once per quarter for confirmation

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection

Establishes ballot title and language for the referendum on the amendment
