Proposes a new Section 38 to Article II of the Oklahoma Constitution defining "person" to include human beings at all stages of life, including fertilization or conception, regardless of age, health, functioning level, or dependency condition.

Requires the Secretary of State to refer the proposed amendment to voters for approval or rejection in accordance with state law.

Provides specific ballot title language for the constitutional amendment question to be presented to Oklahoma voters.

Directs the President Pro Tempore of the Senate to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
