Proposes a constitutional amendment to Section 10 of Article VI of the Oklahoma Constitution regarding the Pardon and Parole Board's voting procedures for making recommendations to the Governor.

Clarifies that the Board may make recommendations by a majority vote of a quorum or by whatever method the legislature prescribes by law.

Maintains the restriction that the Board cannot make recommendations regarding parole for persons sentenced to death or to life imprisonment without parole.

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection, and requires the President Pro Tempore of the Senate to file the resolution and ballot title with the Secretary of State and Attorney General.
