Proposes constitutional amendment to Section 26 of Article 10 of the Oklahoma Constitution regarding school district borrowing authority.

Removes the 10 percent cap on indebtedness that school districts may incur with voter approval, eliminating the upper limit while maintaining the 5 percent baseline without voter approval.

Deletes obsolete language from the existing constitutional provision regarding effective dates.

Directs the Secretary of State to refer the amendment to voters for approval and requires the President Pro Tempore of the Senate to file the resolution with the Secretary of State and Attorney General.
