Commends the SHINE (Start Helping Impacted Neighborhoods Everywhere) program created by Oklahoma County Commissioner Brian Maughan as a model for community service and efficiency

Program diverts low-level offenders to supervised community service including litter removal, brush removal, and graffiti eradication in Oklahoma County neighborhoods

During 2010, SHINE reduced the Oklahoma County Jail population by an average of 80 inmates per day while program participants completed at least 23,000 hours of community service through March 2011

SHINE expanded to include SHINE for Students, which awards recognition to high school and college students in Oklahoma County who complete at least 100 hours of community service

Directs distribution of the resolution to County Commissioner Brian Maughan, District Attorney David Prater, Oklahoma County district court judges, and Public Defender Bob Ravitz
