Proclaims April 19, 2011, as "4-H Day at the State Capitol" in Oklahoma.

Recognizes 4-H as the largest youth organization in Oklahoma, reaching over 150,000 youth ages 5-19 and developing leadership, citizenship, and life skills.

Acknowledges April as "Month of the Military Child" through 4-H's Operation: Military Kids Initiative to support children whose parents serve in Oklahoma military forces.

Urges Oklahoma citizens to become aware of 4-H programs and recognize the partnership between county, state, and federal governments with the Land-Grant University System.

Directs distribution of the resolution to the Oklahoma Cooperative Extension Service at Langston University and Oklahoma State University.
