Oklahoma Senate opposes the EPA's proposed Federal Implementation Plan (FIP) for regional haze standards and supports Oklahoma's State Implementation Plan submitted February 19, 2010.

EPA proposal requires installation of dry scrubbers on coal units at approximately $900 million in capital costs to be passed to consumers through electric rate increases.

Senate finds dry scrubber installation inefficient compared to alternative of building new combined cycle natural gas plants, which modeling shows would cost 43-95% less under all scenarios.

Senate supports comprehensive review of alternatives to address regional haze standards, including increased natural gas-based generation, with cost-benefit analysis and consumer risk assessment.

Resolution directs distribution of document to the Governor, Corporation Commission members, EPA Administrator, and EPA Region Six Administrator.
