Re-creates the Oklahoma State Athletic Commission with nine members appointed by the Governor with Senate approval, with terms of three years expiring on June 30.

Changes the Commission's termination date from July 1, 2011 to July 1, 2015 under the Oklahoma Sunset Law.

Requires Commission members to meet specific qualifications: two with professional boxing experience, one with professional wrestling experience, one with sports medicine experience, one with cable television business experience, and four public lay members.

Prohibits Commission members and their relatives within the third degree of consanguinity or affinity from promoting, sponsoring, or having financial interest in professional boxing contests.

Members serve without compensation but receive reimbursement for expenses; members may be removed by the Governor for incompetence, neglect of duty, corruption, or malfeasance in office.
