Amends 74 O.S. 2001, Section 3903 to extend the termination date of seven statutory entities from July 1, 2008 to July 1, 2012, with all powers, duties and functions abolished one year thereafter.

Terminates the Oklahoma State Committee of Plumbing Examiners, Waterworks and Wastewater Works Advisory Council, State Board of Examiners of Certified Shorthand Reporters, and Oklahoma Emergency Response Systems Development Advisory Council.

Removes the Special Agency Account Board and Advisory Council on Alcohol and Drug Abuse from the list of entities subject to termination.

Adds three new entities to the termination list: Oklahoma Educational Television Authority, State Board of Examiners of Perfusionists, and Public Employees Relations Board.

Passed the House on March 14, 2011 and the Senate on April 6, 2011.
