Amends 69 O.S. 2001, Section 1711 to add an exception to the Oklahoma Turnpike Authority's toll collection authority for funeral processions of military personnel killed in combat zones

Exempts law enforcement officers from paying turnpike tolls when performing official duties connected with turnpike projects (moved from existing statute into new section)

Exempts funeral processions for members of the U.S. Armed Forces killed in action in a Department of Defense designated combat zone from paying turnpike tolls

Requires the Oklahoma Turnpike Authority to promulgate rules necessary to administer the toll exemptions

Declares an emergency, making the act effective immediately upon passage and approval
