Adds the Legislature to the definition of "public body" under Oklahoma's Open Meeting Act and Open Records Act, making legislative meetings and records subject to the same public access requirements as other government bodies.

Repeals Section 309 of Title 25 (the provision exempting the Legislature from open meeting requirements) and removes the Legislature from exclusions in the Open Records Act definitions.

Creates an exemption allowing legislators to keep confidential personal communications from constituents exercising constitutional rights, provided the constituent is not a registered lobbyist.

Applies effective November 1, 2011.
