Amends 4 O.S. 2001, Section 501 (Dog and Cat Sterilization Act) to permit disposal of euthanized animals for educational and veterinary purposes.

Allows delivery of euthanized animal bodies to colleges of veterinary medicine directly or through authorized dealers or agents, in addition to existing options for adoption or delivery to research institutions.

Establishes humane euthanasia standards requiring methods to be painless, minimize animal anxiety, and be simple enough for shelter personnel to use safely.

Specifies approved euthanasia methods include denatured sodium pentobarbital injection, carbon monoxide chambers (with restrictions on puppies and kittens under 16 weeks), or other methods approved by the Oklahoma Department of Agriculture, Food, and Forestry.

Declares an emergency, making the act effective immediately upon passage and approval.
