HB1341 Summary

• Establishes a five-year moratorium on the sale or exportation of surface water and groundwater outside Oklahoma, beginning on the effective date of the act or until completion of a comprehensive scientific hydrological study of the state's water resources.

• Prohibits state agencies, authorities, and political subdivisions from contracting for, selling, or exporting surface water or groundwater outside the state without specific legislative consent.

• Exempts pre-existing contracts for water sales executed prior to the act that received legislative approval and do not exceed 8 million gallons per month, and exempts water contained in agricultural crops, animal and dairy products, beverages, and processed goods.

• Takes effect November 1, 2011.
