Summary of HB1357

• Allows local exchange and interexchange companies to comply with alternative requirements instead of specified Oklahoma Administrative Code rules, including maintaining records on publicly available websites, posting rates and terms of service online, and entering into customer-specific contracts.

• Exempts incumbent local exchange companies with more than 75,000 access lines from "Carrier of Last Resort" obligations and requirements to extend facilities free of charge.

• Designates all incumbent local exchange companies as eligible telecommunications carriers for purposes of receiving federal universal service support, requiring them to offer supported services and advertise availability.

• Authorizes the Oklahoma Corporation Commission to require disputed billing amounts exceeding $10,000 with portions past due 90+ days to be placed in escrow pending final commission order.

• Declares an emergency effective date for the legislation upon passage and approval.
