Amends the procedure for Department of Human Services to respond to reports of child abuse or neglect by requiring an initial safety analysis upon receiving a report.

Mandates that the Department refer cases to law enforcement when the alleged perpetrator is not a person responsible for the child's care and the abuse is not attributable to failure of a responsible person to protect the child.

Modifies conditions under which the Department must participate in investigations with law enforcement, changing language from "may assist" to "shall assist" in interviewing child victims of physical or sexual abuse when law enforcement requests participation and funding permits.

Requires law enforcement agencies to provide the Department with copies of investigation reports resulting from Department referrals and to immediately contact the Department when they determine a child may be abused or neglected by a person responsible for the child's care.

Effective date: November 1, 2011.
