Amends 19 O.S. 2001, Section 131 to modify candidate requirements for county commissioner positions in Oklahoma.

Changes the residency requirement from simply being a "registered elector" to requiring candidates to be "registered to vote and resides within the commissioner district" for at least six months immediately preceding the filing period.

Eliminates the special transitional provision that allowed candidates to file for county commissioner in 2004 based on registration status as of December 21, 2003.

Applies the new residency and voter registration requirements uniformly to all future county commissioner candidates across Oklahoma counties.

Becomes effective November 1, 2011.
