• Requires certified poultry waste applicators and poultry feeding operation operators to complete educational training courses on poultry waste handling through Oklahoma State University's Cooperative Extension Service

• Mandates minimum training of 9 hours in the first year and additional annual training thereafter, with completion certificates kept on-site for 5 years

• Makes failure to obtain required training a violation of the Oklahoma Registered Poultry Feeding Operations Act and Oklahoma Poultry Waste Applicators Certification Act, with training deadline set for December 31 of each year

• Prohibits integrators from contracting with operators or applicators who fail to comply with educational training requirements

• Allows the Department of Agriculture to promulgate additional rules for training requirements; effective date November 1, 2011
