Authorizes the Commissioner of Public Safety to negotiate compacts or agreements with other states to implement motor vehicle law reciprocity for agricultural producers.

Establishes a presumption that negotiated compacts are valid exercises of discretionary authority and allows the Legislature or Governor to disapprove by majority vote or executive order prior to the effective date.

Compacts shall automatically be deemed approved if not disapproved within specified timeframes (before effective date if Legislature in session, or within 15 days after next legislative session begins if not).

Amends 47 O.S. 2011, Section 14-118 to allow the Commissioner to issue annual permits for transporting equipment used by custom harvesters, with expanded provisions for round baled hay and other agricultural equipment.

Effective November 1, 2012.
