• Requires a copy of annexation notice to be mailed by first-class mail to all property owners to be annexed as shown by county treasurer ownership rolls, with all mailing costs paid by the rural water district.

• Requires rural water districts to provide notice by first-class mail prior to accepting a loan from the United States Department of Agriculture to all property owners in the district and to municipal water providers located in, partially located in, or near the district.

• Requires the rural water district to pay all costs associated with mailing notices required by the bill.

• Establishes an effective date of July 1, 2011, with an emergency clause making the act effective upon passage and approval.
