Authorizes cities and towns to construct and provide accessible parking spaces, curb cuts, ramps, and signage for physically disabled persons at public and private facilities.

Requires posting of specific signage (sign R7-8 per federal Manual on Uniform Traffic Control Devices) on all physically disabled reserved parking spaces by January 1, 2010.

Mandates that beginning January 1, 2012, cities and towns must designate at least one parking space reserved exclusively for physically disabled wheelchair users, measuring at least 9 feet wide with a 5-foot adjacent access aisle.

Requires wheelchair user parking spaces to display "Wheelchair User Only" signage and be painted distinctive orange color to distinguish them from other physically disabled parking spaces.

Extends special parking privileges to physically disabled persons displaying qualifying placards, license plates, or disability identification on their vehicles, subject to existing traffic safety regulations.
