Expands hunting license exemptions for landowners by allowing legal resident owners or tenants who hunt on land owned or leased by them to be exempt from annual hunting license requirements.

Reorganizes existing exemptions into a consolidated list, including residents under 16, seniors 65+, residents born before 1923, disabled veterans with 60%+ disability, nonresidents under 14, disabled individuals confined to wheelchairs, youth in child care facilities, and rattlesnake hunters at organized events.

Maintains hunting license fees for residents and nonresidents, including annual licenses ($24-$31 for residents, $141-$175 for nonresidents), deer hunting licenses ($19 for residents, $279 for nonresidents), and other game-specific licenses.

Provides exemptions from deer hunting license fees for 100% disabled veterans and those hunting in commercial hunting areas.

Becomes effective September 1, 2011.
