• Modifies the Oklahoma Registered Poultry Feeding Operations Act (2 O.S. 2001, Section 10-9.5) to change educational training frequency requirements for poultry feeding operation operators.

• Changes training requirement from annual (every year) to triennial (every three years) after the initial 9-hour first-year course, with operators needing only 3 hours every three years thereafter instead of 3 hours annually.

• Requires operators to complete training by December 31 of the year in which training is due; integrators cannot contract with non-compliant operators.

• Maintains existing course content requirements covering environmental processes, waste handling systems, nutrient management, applicable laws, and other related subjects through Oklahoma State University's Cooperative Extension Service.

• Effective date: November 1, 2011.
