Amends Oklahoma law to give foster parents priority in adoption determinations if they have cared for a child in their home for a substantial period of time and parental rights have been terminated, provided the foster parents seek adoption.

Authorizes children in state custody to communicate and maintain relationships with prior foster families if the child wishes and if such contact is in the child's best interests.

Modifies placement preferences for children in state custody to emphasize relative placement while maintaining consideration of factors including the child's best interests, ability to meet physical and emotional needs, and proximity to existing relationships.

Revises departmental rules governing residential care facilities for children to include minimum standards for health, education, communication, grievance procedures, and behavioral health services.

Effective date: November 1, 2011.
