Establishes criteria for determining Oklahoma state citizenship based on birth in the United States, jurisdiction, and residency within the state.

Defines "subject to the jurisdiction of the United States" to mean a person whose parent(s) owe no allegiance to any foreign sovereignty or lack citizenship/nationality in any foreign country.

Allows naturalized U.S. citizens to qualify as Oklahoma citizens if they are residents of the state.

Clarifies that Oklahoma citizenship confers no legal rights, privileges, immunities, or benefits under state law.

Effective date: November 1, 2011.
