HB2091 Summary

• Deletes the exception that allows certain students unlawfully present in the United States to receive resident tuition benefits at Oklahoma higher education institutions.

• Repeals Section 1, Chapter 210, O.S.L. 2003 (as amended), which provided eligibility for enrollment and resident tuition for students with certain immigration status.

• Grandfathers in students who were already enrolled in degree programs at Oklahoma State System of Higher Education institutions during the 2006-2007 school year or earlier and received resident tuition benefits.

• Takes effect July 1, 2011, with an emergency clause declaring immediate necessity for preservation of public peace, health, and safety.
