Amends 7 O.S. 2011, Section 73 to exempt areas of the State Capitol Building under Legislative management from vending facility requirements for blind operators previously mandated for state institutions and agencies.

Amends 73 O.S. 2011, Section 15.1 to add two new spaces (basement area east of women's restroom and fourth floor area east of Room 432A) to the list of spaces under Legislature's exclusive management and control.

Authorizes the Legislative Service Bureau to lease the two newly designated spaces to private vendors while retaining lease authority, with rental income directed to the Department of Rehabilitation Services.

Preserves Supreme Court and Court of Criminal Appeals' exclusive access to their respective courtrooms and robing rooms on the second floor of the Capitol Building following relocation to the Wiley Post Historical Building.
