• Establishes a procedure for fully funding the Education Leadership Oklahoma Program that provides annual bonuses to teachers with National Board certification.

• Requires the State Board of Education to estimate needed revenue by November 1 each year and submit to the State Board of Equalization.

• Directs the State Board of Equalization to subtract the estimated amount from certified General Revenue Fund availability and reduce the amount available for legislative appropriation.

• Mandates the Director of the Office of State Finance to transfer the subtracted funds to the Oklahoma National Board Certification Revolving Fund beginning with fiscal year 2014.

• Effective date: September 1, 2012.
