Establishes a procedure for determining and funding the flexible benefit allowance for school district employees through annual estimates by the State Board of Education and State Board of Career and Technology Education by November 1st each year.

Requires the State Board of Equalization to subtract the estimated funding amount from certified General Revenue Fund amounts available for appropriation in its December meeting.

Creates the School District Employees Flexible Benefit Allowance Revolving Fund as a continuing fund, with revenues transferred by the Director of the Office of State Finance beginning with fiscal year 2014.

Modifies the funding methodology from annual legislative appropriations to a revenue subtraction and transfer system, eliminating the requirement for specific legislative funding action each year.

Effective date is September 1, 2012.
