Amends 26 O.S. 2011, Section 3-101 to specify that all elections must be held on Tuesday.

Limits special elections to specific dates: the second Tuesday of February, May, July, August, and November, plus the first Tuesday in March and April in odd-numbered years.

In even-numbered years, special elections permitted on the second Tuesday of February, first Tuesday in March and April, last Tuesday in June, fourth Tuesday in August, and first Tuesday after the first Monday in November.

If any regular or special election date falls on a state holiday, the election shall be rescheduled to the following Tuesday.

Declares an emergency, making the act effective immediately upon passage and approval.
